Abstract

In March 2022, the EU released its first-ever defence strategy, called the Strategic Compass. In addition to providing guidance for security and defence policy through 2030, the Compass details how the EU might approach the issue of security and outer space. Flowing from the Strategic Compass, the EU agreed in March 2023 to its first Strategy for Space, Security and Defence. Taken together, these strategies mark a new focus on the strategic elements of space and they seemingly challenge the hitherto commercial logic of EU space policy. This lecture will investigate whether the Strategic Compass and the new Space, Security and Defence Strategy will fundamentally alter the EU’s space governance.
